NotaryPro is committed to helping individuals – Ukrainians, Canadians and their families – apply for refugee status in Canada or any other country to escape the war in Ukraine.
Below are a details about commonly notarized documents that may be required as part of a refugee application process, as well as links to government information and resources for Ukrainian refugees.
IMM5409 – Statutory Declaration of Common-Law Union
Immigration, Refugees and Citizenship Canada provides form IMM5409 form, which is titled: “Statutory Declaration of Common-Law Union”. This commonly notarized application form is used by individuals who want to add their common-law partners into their immigration applications.
Generally, the Canadian Government has a number of family class sponsorship programs. Through these visa programs, individuals can sponsor their family members for their immigration to Canada as a permanent resident of the country.
Travel Consent Letter (Recommended Consent Letter for Children Traveling Abroad)
The travel consent letter allows for one parent to travel alone with their child, on the consent of the other parent or partner, or to travel with a relative.
The Government of Canada provides a template travel consent letter which is available for download here.
Invitation Letter (Visitor Visa)
An invitation letter is sent to Canadian embassies/consulates located around the world in order to request and obtain a Visitor Visa for your family member, friend, or loved one to then visit you in Canada. This letter must be notarized.
An invitation letter must contain precise details about you and about the person you intend to invite to Canada, such as their visit dates, passport information, your employment and status in Canada, as well as an explanation for why the person is visiting.
To make sure you write the letter correctly the first time, use our simple form to have Notary Pro draft the Invitation Letter for you.
Certified True Copy of Identity Documents
A certified true copy of a document, sometimes called a “notarized copy”, is a printed paper photocopy of an original document that a notary public certifies to be a true and exact copy of the original.
The most commonly notarized “true copies” are identity documents, such as driver’s licenses, passports, and birth certificates. Learn more about certified copies here.
As part of an application, you may be asked to submit certified true copies of your identification. Certified true copies are almost always notarized on paper and require an in-person notary appointment.

Those in Quebec may access the Program for Refugees Abroad. More information on becoming a private sponsor of a refugee is available through the Refugee Sponsorship Training Program.
Call for volunteers and support
The Ukrainian Canadian Congress (UCC) is currently collecting information from individuals and organizations that may be able to assist. Support could include employment, housing, immigration services, legal, in-kind donations, transportation, daycare/childcare, and more.
